In a stunning political move that will impact tens of thousands of orphaned children born in Russia, President Vladimir V. Putin said that he will sign into law a bill banning adoptions of Russian children by American families. The Obama administration is considering the new law, which passed unanimously in the upper chamber of the Russian Parliament, to be a retaliatory action in response to recent American policies aimed at punishing Russians for human rights violations. Several high-ranking Russian officials have said that the move flies directly in the face of several international treaties ratified by both countries this year.
This new law will have an immediate and direct impact on 46 Russian children and their intended American families, as Russian officials have said that these pending adoptions would be blocked regardless of the emotional toll it would take on both the parents and the children. Since 1999, more than 45,000 Russian children have been adopted by American parents.
